This question was more difficult than I originally thought--but you know that already!

 

You were right about Mintel:  it has nothing that specific  I did do better with Passport/Euromonitor by using the keyword search box in the upper right-hand corner of the page.  The terms I used were luxury cosmetics and premium cosmetics, and a few relevant reports showed up.

 

I had even better luck with the database Statista.  When I typed premium cosmetics in their search box, I found this report:   Market size of the mass and premium beauty and personal care industry in the United States from 2009 to 2019, among other interesting reports that may help you.
